History of Medicare

Medicare is a federal health insurance program in the United States that provides coverage for people aged 65 and over, as well as some younger people with disabilities. The program was established in 1965 as part of President Lyndon B. Johnson's Great Society program, and has since become one of the most important programs in the country for providing health coverage to seniors. Here is a brief history of Medicare and how it has evolved over the years.

1.     The Beginnings of Medicare: In the early 1960s, President John F. Kennedy proposed a national health insurance program for the elderly, but it was not until 1965 that Medicare was enacted into law. The program was established under Title XVIII of the Social Security Act and signed into law by President Lyndon B. Johnson on July 30, 1965. The program became effective on July 1, 1966, and provided hospital insurance (Part A) and medical insurance (Part B) to eligible beneficiaries.

2.     Expansion of Medicare: In 1972, Congress enacted the Medicare Amendments, which expanded the program to cover those with end-stage renal disease (ESRD). In 1980, Congress enacted the Medicare Catastrophic Coverage Act, which added a prescription drug benefit(Part D) to the program. This benefit was later repealed in 1989, but was later re-established as part of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003.

3.     Managed Care and Competition: In the 1990s and 2000s, Medicare introduced managed care options, such as Health Maintenance Organizations (HMOs), to provide beneficiaries with more choices for their health care coverage. In addition, the program introduced competition through a process called competitive bidding, which allowed private health plans to compete for Medicare beneficiaries.

4.     The Affordable Care Act: In 2010, the Affordable Care Act (ACA) was enacted into law, bringing significant changes to the Medicare program. The ACA improved the Medicare prescription drug benefit, added preventive services to the program, and established the Medicare Advantage program, which allows beneficiaries to receive their Medicare benefits through private health plans.

5.     Today's Medicare: Today, Medicare continues to provide health insurance coverage to millions of people in the United States. The program covers a wide range of health services, including hospital care, medical care, prescription drugs, and preventive services. Medicare is funded by a combination of payroll taxes, premiums, and general revenue, and is administered by the Centers for Medicare& Medicaid Services (CMS).
